Advantages of “Above ground, below grade” Fuel Tank Installations

Fuel System Vaulted Structure

The facility’s design incorporates state-of-the-art fuel system design and equipment with its efficient “above ground, below grade” fuel tank installation — which complies with state regulations for double walled containment, Phase I & II EVR and above ground storage tanks.

The entire fuel system — tanks, piping and under-dispenser containment — is contained in a concrete vault structure coated with a petroleum resistant epoxy that effectively provides “triple containment” of the fuel system.

The system’s vaults and trenches are monitored by Veeder Root sensors for both liquid and petroleum vapors.

In the event an alarm occurs, the vault exhaust system is activated to evacuate the vapors.

The vault also contains a stand alone fire suppression system. Additional safety features include emergency lighting and cameras with full viewing of the vault structure.

The fuel system design required approval from the City of Los Angeles Building and Fire Departments, South Coast Air Quality Management District (SCAQMD), California Air Resources Board (CARB), State Fire Marshall and Department of Safety & Health (DOSH).

This is the first “above ground, below grade” fuel system installation in California since Phase I & Phase II EVR was promulgated, therefore CARB will now amend the EVR Executive Orders to reflect this recently completed design and related components.

Advantages of the “above ground, below grade” fuel system include:

  • provide additional environmental protection of the fuel dispensing system
  • not subject to the State mandated 2 cent per gallon UST fee
  • camera surveillance provides operator and fuel system technicians clear view and monitoring of the entire fuel system, and
  • no excavation or ground breaking required for future fuel system upgrades or repairs
