Tesoro Refining, Malibu

After years of design, permitting, and construction efforts, Tesoro Refining and Marketing has opened their new convenience store and fuel station in Malibu.
Located at 18541 Pacific Coast Highway at the corner of PCH and Topanga Canyon, this site which was first developed as a service station at the base of large hillside, was shut down a number of years ago to accommodate Caltrans need for slope stabilization.
More recently, while attempting to reopen the existing service station, it was determined that additional slope stabilization measures were needed to bring the slope into conformance with requirements of stability for an occupied structure.
Fiedler Group was requested to form the design team necessary to stabilize the hillside slope, convert the prior service bay building into a convenience store, upgrade the existing canopies, and restore the underground fuel system.
The Fiedler Group team included Santa Monica-based DRS Engineering who provided the design and engineering for the slope stabilization and Byer Geotechnical Inc. who handled the geotechnical requirements for this phase of the project.
The stabilization design included:
- (8) – 20’ long permanent soil nails
- (11) – 70’ long permanent ground anchors
- (25) – 55’-95’ long Shear pins
- Drainage swales
- Permanent concrete wale
- 6” thick permanent shotcrete wing walls
- Splash walls
Additionally, a Tecco mesh cable system was provided which included (81) – 15’ dowels and hydro seed to allow for the natural vegetation to re-establish itself after the work is completed.
The slope stabilization contract was awarded to Condon-Johnson & Associates Inc, who completed the Phase I slope stabilization in May, 2015.
Phase II of the project addressed the conversion of the existing auto service building into a 1,561-square foot convenience store selling typical food and convenience items including snacks, candies, soda, water and beer and wine.
The store is open 24 hours a day, 7 days a week.
The existing fuel canopies were refurbished, new underground gasoline storage tanks and piping were installed, and landscaping was added to the site to further improve the appearance. The existing pole sign located at the corner of PCH and Topanga Canyon was removed and a new monument sign installed.
RD Builders was the General contractor for Phase II of this project.
Fiedler Group provided all of the design services associated with Phase II of the project – architecture, structure, MEP, civil and landscape design.
Further, Fiedler Group successfully submitted and obtained over 30 permit approvals and clearances for both Phase I and Phase II of this project including California Coastal Commission, County of Los Angeles Regional Planning, Caltrans, SCAQMD, County of Los Angeles Environmental Programs, County of Los Angeles Public Works, County of Los Angeles Fire and County of Los Angeles Building Departments.
